I am having issues with sections tags that refer to other views not letting me manipulate the length of the tail in elevation view.  Standard section references (ones with an actual view attached) seem to work fine, but when I refer to another view instead, I am not allowed to lengthen or shorten the tail.

Any ideas would be great.

You do mean the length of the cut line?  That has never been a problem here.  Check your process.  You can select the cut line?
