Is there any way to insert "smart text" in a text note that refers to an assigned view. For example, I want to put a note on a plan saying something like "New railing. See Detail 5/A401". Is there any way to make "Detail 5/A401" be linked to the corresponding view so that if the detail number or sheet number changes, the text note updates as well?

I do use the callout with "refer other view" when possible, but I was wondering if there was any way to have a smart reference inside text for applications when you don't want/need a callout.

I use the reference other view. Your other option is like CAD = DUMB TEXT ... like you had to do before Revit.
Obviously this does not work where only text is allowed - like in schedules.

I like to just pop them in at the end of a tag or note. create a new callout head family and do as follows... Parameter 1: Detail Number - Prefix: SEE DETAIL(space) SAMPLE VALUE: 1. Paremeter 2: Sheet Number - Prefix: /(space) SAMPLE VALUE: A101
The resulting tag is:
SEE DETAIL 1 / A101
