I know that this has been coverd in some old posts but just using download CAD with Rivit 2012 does not allow for changing parameters. Any body got a solution? File in Question is attached

Changing what parameters? There are no parameters in skp files!
skp files are like DWG files. Materials are set by layers if that is really your question.
