Here's a way to bring in scanned images accurately. We use it to bring in printed plans as underlays. In this example, its a freehand sketch. click here...

Another method that is not math, is to simply scale the image. You know the 24" so use the scale function. Click on the image, click the scale icon, pick the start point at one end of 24" dimension, stretch across to the other end and enter your new - 24" dimension. No need for math.
