I have created a Family within which I have imported a Generic Annotation Family to serve as a label. The Generic Annotation Family moves (sometimes off of the sheet) as the scale of the Family changes. The problem persists, even though I have locked the Generic Annotation Family to Reference Planes in both the X and Y directions.

 

Any thoughts?
