You have to do it before you open the project file.  Click on the Revit R and pick options.  It is there.

Thanks for that, I changed my user name. but it didnt do anything to help me. All I want to do it have a simple project file, saved to my hard drive. no work sets or any of that stupid crap. How can I do this. Now the project says I cant relinquish because its not saved?!!! what does that mean...I just want a basic free open file for my use. its my drawing.

You are now asking a different question.

Prior to 2012, if you enabled worksets in a project, then worksets will always be in the project.  In other words there is no way to get rid of them in 2011 or earlier versions of Revit.

If you are using 2012, then when you open the project detached, you will get an option of keeping the worksets or not.

If you start a new project in any version, enabling worksets is an option you choose.  But you don't have to.
