Hi, I am having trouble creating ref levels, I have a footing on a ref level and can place on a topo and it will adjust to the height of my topo where ever i place it but am having trouble creating a pier that will sit on top of it and will adjust to the footings height with a upper ref level to go to the next level? Can any one help?, or does anyone have pier that i could download?.

Have you tried aligning and locking? Create a top or bottom level for your pier (stub column) and lock it to that level.

THAT MEANS YOU HAVE TO ADJUST IT MANUALLY I WANT IT TO BE ABLE TO ADJUST AUTOMATICALLY. CAN THAT BE DONE ? AND HOW?

I don't seem to understand your situation. Let me try it again. You want all your piers to have  all their top level the same and your footing to adjust according to the topo. If this is what you want, you have to adjust each individual pier to the desired level or create a floor, then select all your pier (usually a column) and attached (attach/detach command) it to that floor and delete the floor if you dont need it.
