I have imported a DWG into a revit family to create the geometry as this is all I need. When I save the family and insert it into the project it will not rotate vertically. It rotates in plan view fine, but will not rotate in elevation or along the vertical in 3D. I have attached the revit family. Any ideas what I need to do to make it rotate?

In families there is a checkbox called "Always Vertical". Edit the family and uncheck that box.

Always Vertical isn't checked. It still will not rotate in the project.

I had not opened your family.
This appears to be a level hosted family - correct? Can't rotate it unless you build that into the geometry.

Yes it is a level hosted family. I am not knowledgeable when it comes to family creation. Can I create a family that is not level hosted? What would it take to build that one rotation parameter into the geometry?

Yes, there are non-hosted templates available.
I suggest you download the Families Guide. You can find it under the HELP pulldown / "Documents on the web"

Since you seem to be just learning the family creation process, i am not going to inundate you with info. But here is a little secret, almost everyone that creates families really well, does it using the "Generic face-based" option.
You can always change the category of the family later and these families are the most versatile. The reason for that is that you can control them simply by using reference planes. This means the way you place and orient them is virtually limitless.
Here are a couple videos (the first and third) on why they are so advantageous. http://www.youtube.com/user/theRevitCollection Good luck!

Double vertical and double horizontal flip control might be of some help (located in the middle of the home tab).....if you only need to rotate 90 deg. at a time AND its not wall/floor/ceiling hosted. Face based would be good too.
