if color scheme is transparent solid, why does the imported cad files not show up through color scheme?

Set your Color Scheme Location to 'Background'.

The color scheme is already set to background and the CAD linked fill is still covered up by the color scheme, any other ideas? see attached photo / jpg

Have you figure it out? See if your inserted CAD file is an overlay.
