Please help, I start to create clevis+cable and want them to be able to control by dimension and agle, every thing seem ok except the upper clevis won't rotate.

Try modeling the clevis as a separate family, then nesting and constraining it. That seems to work out the best when you are trying to rotate elements.

Here is one that I made. The key for me to make this work was to have a reference line between the two pin locations and then draw the clevis attached to the reference line. This one is made for a specific case (1 1/2" diameter rod / 3 1/2 clevis) but could easily be made more parametric.
See if this does what you wanted.
