i'm trying to create a 3d model in revit 2012 of a small village and i'm at the point were i have to  raise the pavement and streets on the toposurface. and they told me that the best way in revit is through the "sitework" plugin.  

can anyone tell how i can get it without .....

You have to buy it.

 

Otherwise, you can edit your topo surface and apply point elevations along the edges of your pavement, then split the surface and apply the appropriate materials to the different surfaces.
