other than using "text" annotation, does anyone know a better way to use the Spot Elevation to show the top of deck to not include the finish material/layer?

Is this for a floor object that you are showing in plan view? If you modeled the finish floor as a separate sketch (and a separate floor type), you could set up a parameter called FINISH FLOOR (or something like that), and then set up a filter to hide the offending objects. You would then be left with a floor plan that shows your concrete deck/ etc, which you could then spot-elevate to a nice clean number. Does that help?
By the way, this technique is also useful to hide carpet, tile, and other finishes in floor plans,while still letting you shown them in finish floor plans.
