I see that these 2 tags are already downloaded but I cant seem to select the tool. The area tag tool icon is greyed out in the menu. Any ideas?

Are you working in an area plan/ You have to be in an active window.

This may be a dumb question but have you actually placed a room/area object in the model. You can't tag a room or area untill you have something to tag.

I was finally able to place a room/area tag into the model but it does not include the closets. How do I add the closets to be a part of that room

One way is to select the wall that border the room and turn the "Room Bounding" check mark off in the properties.
