Searched the forum for this one and read Revit help,

Imported dwg into a drafting view. Is there a way to add a revit level for graphic standards to the dwg. I believe I have tried almost everything.

Levels are a 3D element.

 

You did know that you can create a 3D view and place your darfting elements in that view?

I have looked in Revit help and on this forum but cannot find where it details how to create a 3D drafting view.

I didn't suggest a 3D drafting view, I suggested a 3D view.

 

In your case, you wanted to see a level.  I assume this is some sort of detail that somehow cuts a level.  So do that!  Create an appropriate section or detail view, place your imported 2D elements and turn off any 3D elements you don't want.
