I draw it as a topography and just set the materials to it as road. You can adjust heights etc then.

We split the face of the topograpy and apply a site material to each split area.

Subregions/asphalt material for a larger site -- but in the past when the site has been more important, I have modeled roads as roofs, controlling slope via sub elements.  Then applying curbs/etc as sweeps with picked 3D edges.
