How do you show tile on a wall only 4 feet high while the wall is 8 foot hight, within a wall type?

Checkout the compound wall tutorials or stacked walls in revit. These were designed for such occurences.

If you want a good section as part of the end result, I do such stacking by using different wall types nested within a curtain wall. Create a generic curtain wall. Divide it up with grid lines, pick a panel created by the grid lines, then select a wall type instead of a panel type. I like it much better than stacked walls, and it is great for isolated objects in the middle of the wall that still work right in section.
