I am trying to create a general schedule template for interior finishes that can be duplicated and changed within a project and customized for different drawing sheets and areas. Everything I try is linked to Rooms and every time I add a room it creates a blank line in my schedule. How can I create a general schedule where this does not happen?

This is not CAD. A room schedule is parametric - it reads your model ...so yes .... if you add a room, another line will appear and the schedule is waiting for you to assign appropriate data.
If you want to setup standard finishes, then look into schedule keys. But these are not room schedules, just a key for schedule data.
