Is it possible to create an dependent view with different scale ?
We have a large floor plan, and we want to make small call-outs of it and keep / change
the detail text and lines on both drawings

The word is dependent..... that says it all.
I suggest you use callouts and then window the area, filter for just 2D & annotations, copy to clipboard - paste same place to your other view.
