It can be a little frustrating.
it sounds like you only deleted the tag. Tags are EASY to delete--they're just an annotation. If you only delete the tag, you're still left with the blue box, with the diagonal lines, like you're seeing. THIS is what represents the room, and placing a new tag is simple, (it's the icon two to the right of "room") and placing a new tag will retain the name you've given the room.
If you delete the ROOM, that'll kill the blue area, and the tag, and you'll get a notice that although you've deleted the room, it's still present in the project. I do NOT see the purpose in this.
If you want to delete "unplaced" rooms from your project, just as cleanup, you can do so from the room schedule. Right click on an unplaced room, and delete the row. If you have a ton, it's: "left click -> D -> Enter" so you can get that rocking hand-motion down I recently did some project cleanup after... a long time of someone tinkering and self-teaching about rooms and such, and I had over 100 unplaced rooms to delete from the project.
Hope that clarifies rooms a little.

Previous to 10 I think, when you deleted a room, it was gone.... For some reason, AutoDESK changed this and the room, once created, is not deleted until you remove it from a schedule. I assume it is so that you can recreate the room with all of its properties.
But I don't like it!
