I did a plan in 1:100 metric scale and i have place some room tags. Then when i change the scale to 1:200 the room tag is not resizing. The font is too big. How can I resize the tags?

you will need to edit the family and modify the text in the family.  It is a good idea to have different room tags for different scales.  We have one full size room tag and one half size room tag.

Annotation objects scale according to printable scale.  They get bigger or smaller according to your view scale.

I was just having a discussion in the chatroom about the term "text scaling".  I believe saying that text scales is an old CAD hold over because you had to scale your text to match the scale you would print at..  In Revit, text never scales (except model).  Text always prints the same size.  It is the model elements in the view that scale.

WWHub: I agree, I am using old CAD terms and thought process, Revit annotation text does not scale it remains at printable size.

Thanks Hub
