How does one write in the degrees symbol, for example i am trying to rotate something with degrees, minutes and seconds.

first, I assume you went to Setting-->Annotation-->Dimensions-->Angular and changed it there to dgrees minutes seconds... if not, do it.
2 ways to rotate:
1. angular dimension to your object or line, click on it and the dimension will highlight, click on the figure and change...
2. click on the object and type RO (for rotate) you can either rotate using your mouse or input the angle you want up top in the box called "angle" just input i.e 20 30 67 with the space.
