I have my levels shared. I have my first floor set at a project level of 100'-0" with multiple floors above. I would like to indicate both the project level of 100'-0" and the corrisponding site elevation of 451.5' on the first level in all of my sections and elevations. Is there a way to do this?

Remember that you are creating a model and not a drawing as such. So when you attach an elevation bubble to the model it shows the elevation of the model. You can very easily use an arrow with a dot, then add text. It is really better to model the whole thing in the real world. I wouldn't try to establish a make believe elevation but that is me.
Good luck
