All,

Is it possible to create a callout which is not connected to a view within revit.  The reason we require this is because we wish to manually enter detail drawings numbers from a standard generic library we have within the office.

We have invistagted linking CAD files however it involves doubling up on work, which we can avoid when we issue our generic details direct from CAD.

You can not manually enter detail numbers.  Two options:

1. If the views are on a sheet you add to your project, just create a fake sheet and place your call-out views on it in the proper order.  Then don't use this sheet - use your standard sheet.  What is in these views doesn't matter.  They could be ... probably should be drafting details that when looked at say " SEE STANDARD SHEET.." 
2. You would have to import these views into seperate drafting details and place these details on sheets in your project.
