I understand that Revit leaves the scale of tags, section bubbles etc at the same plot size regardless of scale but this really doesnt work. the annotation size at 1/8 scale plot is way to large.........is there a way to set the scaling to be proportional with the plot or drawing scale or do we have to create special annotations for each plot scale???

You have to create a multi-scaled tag ... like this one. The "rad" parameter, overrides the scale of the others.
