DRAWING TITLE: need to tag the obvious here
DRAWN BY: need to tag initials here
ETC....
any assistance would be much appreciated...Revit Structure 2011 BTW

Search your HELP for titleblocks and read:

Title block is not the easiest thing in revit if you want it to be intellegent enough to do what you want
since TB is a type a family (rfa), you will have to work on it inside a family editor mode, in other words, you will need to import the cad TB into a titleblock rfa template to start with. then you can start assigning informations and parameters that associate with your need.
the default parameter will allow you to assign things like the drawing title, drawn by and others basic info
but anything beyond that needs to be done with shared parameters to achieve it. (to be smart values)
I don't remember seeing a tutorial on how to create a TB, but it sure confuses a lot of people, so if i come across a link or something, i will post it here
