I have a wall that I want to be a curtain wall with horizontal wood slats in front that act as a permanent shading system. Any ideas for the best way to model this in Revit 2011??

See attached.
Essentially the louvers float in front or are attached to the frame of the storefront/curtain wall system. I am thinking making an in-place family for this might be my best bet?

Same louvers at another location - top slopes with roof and opening cut-out to see glazing behind.

Not sure if there's a better way but I think you are correct to model an in-place family.

I think you still can create the louver via curtain wall system
use 2 types of curtain system (set one of them to have a flat profile) and set it in front of the glazing system

Well, I created this with a "generic model line base" family (blade) then you can just "Copy" or "Array" that family....

This is done by using 2 types of curtain wall system. No custom family needed nor no array family.
Pretty easy to set it up and place it. You can also do it as an angle by edit profile.
