When I set up a level of this particular floor it's 12" higher than what really is.  My finish floor it is in fact 12" above grade which could be my problem, but how and where I adjust it to make the level display the correct height??

 Any comments will be strongly appreciated.

Go to elevation view, copy an existing level 12" down and rename it to, say Finish grade level with 0.00. Reassign all floors' Base Constraint to Finish Grade with base offset 12". I don't know if I got your question right.

I am not sure I got your answer right, but I appreciated the effort.

Basically all levels are 12" higher than what they should, on the other hand, the dimension lines displays the correct height.  Any second thoughts?

Although your question is not clear, I believe you are asking how you can adjust your first floor elevation so that it shows 0'-0" instead of 1'-0" - correct?  From your HELP:

Elevation Base -  If the elevation base value is set to Project, the elevation reported on a level is with respect to the project origin. If the base value is set to Shared, then the elevation reported is with respect to the shared origin. To change the shared origin, you can relocate the project. See Relocating and Mirroring a Project.

 

Otherwise, if the elevation is set to project, lock your floor to floor dimensions and just change the value of your level.  NOTE:  you may have to move your site if is not correct.
