I have an architectural model loaded into the project that is being monitored. Upon receiving the latest architectural model update, I received the coordination review warning; the penthouse had moved. The issue is that when I try to move the penthouse, the floor below it moves as well.

I have had this issue before and found that the floors were locked together; there was a padlock showing in the middle. I was able to unlock it to move the floors individually. In this instance, the floors act as if they are locked together but there is no padlock or anything else I can find illustrating that they are locked.

Anybody encounter this before that can shed some light?

When you say move the penthouse, are you moving the floor itself or a level?  Maybe the penthouse floor and the floor below it are constrained to the same level.

If a dimension is placed anywhere and locked, then if the dimension is later deleted, the constraint can remain.  You are given that choice when deleting the dimension.  To unconstrain, add a dimension, lock it, then un-lock it.

 

BTW - If this is a level move, and I assume it is, and if you are copy monitoring, as I think you are, you do not need to move the level.  Just accept the change and your CM level should move.

Sounds to me like the move is in the x,y directions, not z (up/down). 

My simple trick to removing locks:  ctrl+x whatever you want to move, but which is constrained in some unknown manner.  Then use paste aligned, same place command.  Now move to wherever you want it.  The only word of caution, is that this creates a new object, so if this is something which someone will be copy/monitoring, or hosting to, they will have issues.  But this gets rid of the constraints, which seems to be your problem.
