Can some one tell me if it is possible to modify a Joist family to add a parameter to make the Joist sloped to match a roof pitched? The standard Joist family attaches to a work plain not the roof structure.

You can go into an elevation or section and create a pitched reference plane where you want the t.o. joist as a working plane (give it a name in it's properties for convenience) for the joist or select an existing pitched roof line as a working plane.
You can create a family that has an angle parameter control and would assume you can edit the joist family and add an angle parameter. You may have to delete the existing joist and recreate it in a front or rear elevation view using center front/back as it's working plane. You can add a reference line with an angle parameter and align the joist to it.
