Is there any way to put a parametric section reference in a text note?  For example, “SEE DETAIL 3/A3.1 FOR TYPICAL CONNECTION”   I have been using section bubbles referenced to another view and then turning off the tail and shortening the section line until it doesn’t show.  This works but it is rather clunky.

Have you tried creating a new seciton head? I'm guessing if you simply build one with an instance-based text parameter for your notes placed alongside the referencing detail/number, that'd do what you want it. Okay so you'd have to have different section types in the project, and they might not look how you want in certain orientations - but it's an idea...

Personally, I'd question why someone is looking at a drawing if they don't know a section line / callout region is going to explain something further if they navigate to the drawing without being told as much. I mean, really, it's like the whole "to be read in conjunction with relevant drawings" type of disclaimer - it's obvious to the point of nonsense.

Note - to use this, you must have a view reference tag loaded.  This does work in legend notes.
