I noticed that when I set up my rebar schedule it takes the measurements from outside dia to outside dia of the rebar. Is there any way to change it to centerline-centerline?

What measurments is it taking from outside dia to outside dia?  I am assuming you are talking about the spacing?  What type of rebar are you using?  I.e. Area, Path, or "Rebar"?

I am using sinle layout rebar. when i use the schedule to detail out the rebar dimensions A dimension B dimension C for example when there is a bend it measures to the outside of the bend instead of the centerline of the bend.

You would have to manipulate your rebar bend families to change that, and even then I am not sure you will be able to as there is not much freedom to bend families or bar families. 

 

I am curious as to why you want to change this to centerline rather than outside dimension, bend standards (at least here in the USA) have those dimensions A, B, C, etc going to outside face just as Revit has it.

iTS NOT STANDARD PRCTICE IN THE FEILD TO MEASURE REBAR FROM CENTER TO CENTER DO TO CLEARANCE ISSUES. ALLWAYS MEASURE OUT TO OUT,  BECAUSE YOU ARE PLACINF REBAR "IN" CONCRETE NOT NEXT TO CONCRETE.
