is it possible? where can I find those files and how can I modify them? ( I need to make a special window' basing in exisitng, but with a static lower glass and exactly same frames.

all your families are in the library, be it the metric or imperial depends on what you installed.
you can either go to the library and open it or if it's in your drawings you can right click and go to edit family.
