I created a pipe railing as attached. If I'm using 3-7/8" along the first flight, then at the landing the space between top and middle rail would exceed 4" and not comply with the code. if the space at the landing is less than 4", then the top two rails became too close on sloped portions, and ugly. The only way that I can make it work was to create three seperated railings which is too tedious, since the angles for two flights are slightly different. Help!

Your railing doesn't make sense. The handrail should be inside the guard and the ballusters would end at a rail - not the handrail. BTW - you can always have two different rails in the same location. One might be the guard and the other the handrail.
