When I print directly to the printer the prints scale fairly close but when I print to a PDF then to a printer the prints do not scale.  Am I doing something wrong?

After you have created the PDF, when you are printing the PDF, you are probably scaling the view then.  Check your settings then.

I agree, you probably have "fit to page" or something similar checked.  If you print to PDF and then print PDF to paper with the same settings, the scaling problem will compound like you noticed..

 

I hope.  There are other problems with printers that are not so simple.  At our office, there is nothing that can be done--our cannon scanner/printer/copier prints ~3% off scale... so, a 50' length of wall might measure 51' 6".   Printer drivers, firmware, etc... nothing fixes it.  So we have to print to PDF and then to the printer, which is perfectly to scale.  Totally frustrating nonsense.
