I have taken over a job that has worksets. I am in the sole designer working from my home office hired to finish it. I am not familiar with worksets, but quickly found I cannot work on the file. Is there a way to release them without contacting original moldeler? This is such a small project I cant imagine why they ever used them but ... I just need to be able to work on the file.

Once worksets are disabled, you can no longer go back to stand alone files. It sounds like the previous user must not have released all worksets. The easiest and quickest fix is to open the file detached and create a new central file. That will release all the previous user's locks. Now, do a save-as which will create a new central and you can continue working. I suggest you read up o worksets, saving to central and creating local files.
