Is it possible to create family with dimension? That is dimension should be visible out side in a family. Please, someone help me.

No, why do you want that? Just load the family into the project and then you can dimension what you want, remember, you must change the "Work Plane" every time you need to dim. horizontal / vertical planes

Yes it is possible, at least for detail component families but I would also question the need. Dummy dimension families can be created without too much effort as a linebased detail component, then nested into your other family. You can utilize a nested label and set the value equal to the length of the line based family. Constrain this to always be centered Then nest your desired ticks/arrows. If you want to get really fancy you can utilize multiple reference lines and visibility parameters to control dimension extension lines. Just note that dependant upon its use and whether you are constraining/locking this element in a nested family or in your project it is potentially dangerous to use as it will not have a relationship without manually constraining with the elements such as a native dimension. Admittantly I have used these in the past directly in details not nested) but that was prior to the dimension text overrides becoming available. (RS4 perhaps?)
