I have noticed that when I go to do a detai line, in the list some of the linetypes are in brackets "<>" and some of them arent. What do the brackets mean?

The ones in brackets are system lines that cannot be deleted. There are however a few more system line that don't show up in the brackets. Go to the Line Styles dialog box, highlight a Line Style and if the "delete" button doesn't highlight it is a system line that you cannot delete. A good template technique is to define your own standard Line Styles. Many firms do so by a preceding number that indicates line weight and so the lines are presented in ascending order. Like: 1 - Thin Lines 2 - Medium Lines 3 - Med. Heavy Lines 4- Heavy Lines etc. The trick to all this though is to make sure that not only your template includes all your new line styles, but all the families you create use the same line styles. If you don't coordinate between project and families, then when families are loaded with different line styles, those family line styles become part of your project lines styles. If you use families OTB from Revit or downloaded from site like this one you are at the mercy of who created them unless you normalize the line styles for your standards. HTH
