I always look in "help" before asking in the forum. But sometimes its like trying to find a needle in a haystack. Can anyone else give me the 'quick' answer. Thanks in advance.

vblevin, just in case you haven't found your way, file-open, look in: imperial library / annotation / view title.rfa, mess up the family anyway you want, save it as a different name, load it into your rvt model, right click - element property - edit type - duplicate - graphic, select the new Title, then OK 2 times. the idea is not to allow people mess up your office standard randomly, CAD people can waste all day changing text sizes from 3/32 to 5/64, hey how about 13/254, then line color, weight, style, etc that has absolutely no meaning in design or documentation work. OR, you can right-click on the view - hide view (parametric view title will disappear), then back to 2D CAD drafting mode and customize the view title.
