I belive that is a very simple task.
I am new with the program, how ever I believe you have two ways to do it.
First one, you need to set the standard elevations (the way you did it), first floor (Ground), second floor and roof. then you need to divide the floor finish, making each apartment independent. once you have completed dividing all first and second floor finishes (on the same level as you did, which is the easiest way), then you select each individual element you have drawn such as floors, doors, windows, sinks, lavatories e.t.c and modify adjusting the base and tops offsets to set them at their relative heights, using minus dimensions to set them below the standard or plus dimensions to set them above the standard level. you need to do this apartment by appartment their base constrain remain standard for all of the elements. On the walls between a lower and a higher apartments you set that wall to the lower lever base constrains and the higher apartment top constrains.
The second way is a little more complicated, you need to set independent elevations for each apartment then you need to adjust elements for each apartment level having the same considerations modifying base constrains only to adjust to each single apartment not modifications on the base or tops offsets are necessary.
If you need additional help you may contact me at

if you can not do it you can send me the file and I will help you, you need to be specific as which elevations you need to set the different levels
Eu espero que te ajude com sua situacao.
