I've experienced the following behavior many times while constructing families:

There seems to be some kind of non-controllable hierarchy of what should move relative to what.  Let's say I make a series of reference planes and add labeled dimensions to them.  Sometimes, labeling the final space generates an error and the Revit seems to want to treat the unlabeled item as pinned and force the other, previously labeled items to move - thus breaking their constraints.

This is hard to describe, so I've included a pair of screen shots to illustrate.

(I've experienced this on every version of the program, but today's glitch was on 2009.)

AEck is that "Right" ref. plane a "Defines Origin or a Center/left/right/ strong ref plane"? and the others?

The right reference plane is a "weak reference" as are the others that I created.  The left reference plane is the default "Center Left/Right" that comes with the Generic Model.  (This is a plan view.)

Just to make sure that none of my geometry was not causing the confusion, I created another file with no geometry, just reference planes.  If you attempt to label the 3rd non-labeled dimension, the Revit gets mad.  (See attached.

Try one thing: Label first the dimension in the right Ref. plane with "A" parameter then label the left with the same parameter...

Changing the sequence of labeling the dimensions worked.

I will experiment with this technique and hope it works in other instances.

Thanks.
