This can be a bit of a hassle, but if you really need to change the row height, and your schedule is not too big, you can split the schedule apart into seperate lines by clicking the breakline on either side after the schedule is selected in a sheet.  Then you can move each line up or down independently.  At this point, I usually turn off the automatic gridlines and draw them in myself with detail lines.

It's not the greatest, but in this example we needed to have our base and cap plate graphics show above each line in the schedule and the only way to do it was to control the line heights.  At least this way our schedule is parametric with our model.
