Seems that anything goes in this forum.  Is there something that can be done about this?  Why are technical issues being asked and resolved in this forum?  Is there a read-first post which can be added?

That's a great idea. But it seems it is easier for most of us to just 'ask and you shall receive' rather than 'seek and you shall find' attitude.

I usually only monitor "today's posts" so I don't always pay attention to what forum the post is in.  My bad.  But i really don't have time to correct this all the time.

The answer to the question is simple. It's what new users see at the top of the list when they go to post a new thread. No big deal for me. We're all here for essentially the same purpose.
