I have the placement height of my hospital grade tamper resistant safety outlets at 4'-6" but it shows up in the rcp because the elevation was set to 4'-6" also. I drop the elevation down a little and you can then see it in the working floor plan but drops the outlet lower than I want even with the placement height at 4'-6". How do I get it to show in the working floor plan at 4'-6" and not the rcp.?

Your floor plan at 4'6 sounds a bit low. Most of us set it just below door height. And your ceiling plan at 4'6 is way too low for me because all your doors show. We usually just set that above the door height. Any family cut or within the view range will show. You can always turn off categories in VG or select all instances and hide in view for those elements that still show when you don't want them.
