You could do a detail callout bubble and use the reference other view to pick your elevation.

Thanks for the input. This has lead to trying to create an elevation tag family with the ability to rotate the arrow in the direction of the elevation. Do not know how to set-up reference planes so an angular parameter can rotate the arrow around. It seems my center point is always off. Any input appreciated. I've attached the files for reference.

Victory. Got this by creating four arrow with a visible parameter. North, South, East, West. Easy Peazy - no need for radial parameters.
