does any one know how to create a cmu wall that is 8' tall, and then for 3 courses it turns into a 6" block?

Yes seems like a natural 'stacked wall' scenerio. The default revit project template file contains a stacked wall type. All you need to so is duplicate that stacked wall, rename it and then change the nested wall types and heights as per your conditions. Stacked walls do loose some functionality but worth a try.
