So, I've read a few threads about a similar issue in 2007 and 2008 builds.  I'm working in 2009.  My enlarged plan callouts have disappeared on my floor plan in level one, but in level 2 they are all visible.  They are not hidden in view by element or by category, and in my visibility setting for annotations the callouts are turned on.  I am able to place a new callout on the plan it and shows up fine, but all of my old enlarged plan callouts, again, are gone.  Aybody have any idea what the heck is going on here and how to fix it?  Thanks for your time.

scratch that, figured it out.  they were placed in an obscure for export only floor plan by an intern, so don't waste your time.  thanks.

new problem.  is it possible to copy over all the callouts from one plan to another?

If they are a real plan of the same area, they should show already.  Otherwise, should you be using "Reference other view?"
