All of the elevation tags are missing in the floorplan. The views are still there, but no tags. They are not hidden or outside the crop region- I've already checked.

When you say they are not hidden, are you referring to the temporary hide or the hide in view? Click on hte light bulb to confirm. Are elevations on in VG?

I've clicked the lightbulb and they are not there. I've also already checked the visibility graphics, and Elevations are checked.

If you create a new floor plan do you see them?

If phases doesn't work, also check to make sure the you turned off crop view.

a comon issue that i run into is that the elevation tags are simply outside of the crop region. expand your crop region and they'll likely appear.

Or take a look at your visibility graphics. Under 'Annotation' it may simply be unchecked for that view.

jleede1 has noted that the VG has been checked. It may be that the elevation tag has been set to 'not show in views courser than', so it may be the scale of the view.

I know this thread is a bit old but I figured I would post my solution for anyone still searching out there...
If none of the previously mentioned issues are the culprit don't forget to check the "Filters" section under your V/G setting or in your view template. I am working as a consultant on a project where we are using the other firms view templates and they had set up filters to hide certain elements.
