I wish to create a wall that is 900mm high conc block and on top of that sits a circular hand rail running horizontal to the wall, offset about 100mm above and then have vertical round elements to support it every say 1500mm.

I can create the conc wall no problem and also the circular rail running adjacent to it above using a profile I created and then attached to the wall.

However how do you attached a vertical element as if I switch to plan view in the wall structure editing box, the sweeps option greys out?  So how would I place vertical elements?  And also is it possible to add an element and tell revit to only place it every 1500mm?  Or to somehow measure the length of the wall and evenly space them no greater than 1500mm?

 I have attached a rough line drawing section to hopefull explain what im trying to achieve.

Your best option would be to use the railing tool.  Create the wall as one profile and give it the wall material.  Alternatively, create the wall with a railing on top of it, with just the handrail an supports.

You can, however, also do it the way that you have tried.  The vertical sweeps need to be placed in an elevation or 3D view, with an offset to place it into the middle.  Change the profile to the required shape.  Draw reference lines where you want the verticals and then align the verticals to the reference lines.  You can stretch them so that the top is above the top of the wall (use the align tool to line them up correctly).
