Thanks for the reply, but I am still not able to change the scale. I followed both steps and I do not see how to change the scale in the view properties or elemental properties dialog box. I tried creating view templates for the views I need to change the scale for and that did not work either. Your further advice is appreciated. Thanks and desperate.

Pick in the view, go to properties and change the scale....
