This questions is two fold.

 Can I copy with a base point in Revit somehow to bring in elements from one Revit model into another while maintaining the objects relativity.

 Second how can I create an option (secondary model) in revit.

You can paste the elements in the same place releative to the centre of the drawing.  If you need a base point you will need to copy and paste that also.

You can use the design option tools to create different options - look in help under design options for guidance on this.
